Schooling in other counties

The main rule is that you must apply and be offered a placement in the county you live in.* However, it is still possible to apply for a placement in other counties.

Schemes where applicants have equal priority

Some neighbouring counties have special agreements for offering places across the county boundaries. Such agreements may apply to a specific group of applicants, e.g. applicants who live near a school in the neighbouring county. You can read more about this in the information from your county below.
Applicants from all counties may apply to national courses or nationwide programmes
Applicants from all counties may apply to and as well as .

If you apply for a school placement that is covered by the schemes mentioned above, you compete on an equal footing with other applicants, regardless of whether you live in the county where the school is or not.

* It is the address you are registered at in the National Register on 1 March (or another date the county has stipulated) that applies. If you are going to move with or to your parents/guardians in another county after the application deadline, you must contact in this county for information about which rules and documentation requirements that apply. Applicants from other counties are prioritized lower than those who live in the county

In addition to the schemes mentioned above, it is possible to apply for a school place in another county than where you live, but you will be prioritized lower than those who live in the county.

The following rules apply when you apply for a place in another county:

You must register a separate application on vigo.no that is entered in the county where the school lies.
The applicants who live in the county are offered placements first.
After this, applicants with priority from other counties are offered placements.*
If there still are vacant places at the school and programme area you are applying to, you may compete your way in based on your grades.
If there are vacant places and the county can offer you a place, you will in most cases not be notified about this before the final admission in August.

* Prioritized applicants from other counties (prioritized guest pupil)

Applicants with rights as a young person with weighty social or educational reasons to go to school in another county than their home county may apply to be awarded priority in this county (this is called prioritized guest pupil).
Applicants with rights as a young person with the right to be taught in Sami, and who need to go to school in another county to receive teaching in Sami/instruction using Sami or in special Sami subjects, may also apply to be prioritized.
Contact in the county where the school lies for more information about conditions and procedure and information about how you apply. Register the application itself on vigo.no, enter it in the county where the school lies.

Programområder som ikke tilbys i Oslo

Ønsker du plass på et programområde som ikke tilbys ved en kommunal videregående skole i Oslo?
Da kan Utdanningsetaten forsøke å få kjøpt plass på en offentlig skole i et annet fylke.
Du søker på dette programområdet på vigo.no og velger Oslo som fylke. Du velger først det aktuelle programområdet, og velger så skole "Kjøp av plass".
Du må ha dette programområdet som ditt førsteønske på søknaden, og du må tilhøre Oslo. Du må sende et brev eller en e-post til Utdanningsetatens inntakskontor, der du skriver:
- ditt eget navn, fødselsdato, telefonnummer og e-postadresse
- hvilket programområde du ønsker (må være ditt førsteønske på vigo-søknaden)
- navnet på fylket og den/de skolene du vil gå på, i prioritert rekkefølge.

Hvis det melder seg flere søkere enn det antall plasser som Utdanningsetaten kjøper på programområdet, skjer inntaket etter vanlig poengkonkurranse mellom søkerne. Det er det fylket der skolen ligger som bestemmer om de vil selge plass til Utdanningsetaten i Oslo.

Landslinjer/landsdekkende tilbud i andre fylker

Noen programområder er landslinjer/landsdekkende tilbud i andre fylker. Det betyr at søkere fra hele landet stiller likt i konkurransen om plassene.
Hvis du søker på disse tilbudene skal du også velge Oslo som fylke på vigo.no, før du velger det aktuelle programområdet og den aktuelle skolen.

Prioriterte gjesteelever fra andre fylker til videregående opplæring i Oslo

Hvem?

Ungdom som plasseres i fosterhjem eller institusjon i Oslo med hjemmel i barnevernloven, som oppholder seg på krisesenter eller ungdom med andre tungtveiende sosiale/pedagogiske grunner for å oppholde seg i Oslo kan søke om å bli behandlet som prioritert gjesteelev i Oslo. Ønske om spesielle opplæringstilbud i Oslo gir ikke grunnlag for å søke om å bli prioritert gjesteelev i Oslo. Du må ha ungdomsrett i ditt hjemfylke for å kunne søke om å bli prioritert gjesteelev i Oslo. Bestemmelser om inntak med fortrinnsrett eller individuell behandling gjelder ikke ved inntak i andre fylker enn hjemfylket.

Hva?

Å være prioritert gjesteelev vil si at søkeren prioriteres foran andre gjesteelever, det vil si foran andre søkere som heller ikke tilhører Oslo. Prioriterte gjesteelever kan bli behandlet på lik linje med søkere fra Oslo, men har ikke krav på dette.

Hvordan?

Søknad om å bli prioritert gjesteelev i Oslo sendes til inntakskontoret i Oslo innen søknadsfristen 1. mars. Søknaden må sendes via den skolen du går på i skoleåret 2025/2026, eventuelt via oppfølgingstjenesten i ditt hjemfylke. Søknaden skrives på et vanlig brevark. Søknaden må begrunnes, og du må legge ved dokumentasjon på de forholdene som søknaden begrunnes med. Søknader uten begrunnelse og/eller dokumentasjon blir ikke behandlet.

Søknaden med dokumentasjon sendes innen 1. mars 2026 til Utdanningsetaten i Oslo, Inntakskontoret, postboks 6127 Etterstad, 0602 Oslo.

Retten til videregående opplæring gjelder bare i søkerens hjemfylke. Du må derfor også søke i ditt hjemfylke. Du må altså registrere to søknader på vigo.no, én til ditt hjemfylke og én til Oslo.
