Right to file a complaint

The decision regarding admission to upper secondary education and training is an individual decision that can be appealed in accordance with the provisions of the Public Administration Act. You are entitled to appeal a decision regarding regular admission, admission to a specific education programmes, and decisions regarding adapted education.

You can appeal yourself or give someone else, such as one of your parents or guardians, or a lawyer, a written power of attorney to file an appeal on your behalf. You must make the appeal in writing and give grounds for it. The appeal deadline is 3 weeks from the time you received a reply concerning your application.

The agency handing down the decision – for instance the admissions office in your home county or the head teacher at the school you are applying to – can give you additional information about your right of appeal, where to send your appeal, who will be handling it, etc. Do not hesitate to take contact with such persons before you submit your appeal as this might serve to clear up any misunderstanding.

If you have received an offer of a place, you must respond to this offer, even if you intend to appeal. If you do not respond by the deadline (approximately 1 week), you risk losing your place, and it is not certain that your appeal will be granted.

Klagemulighet og klagefrist

Vedtak om inntak til videregående opplæring er enkeltvedtak i henhold til forvaltningslovens § 28. Klagefristen for ordinært inntak er i henhold til forvaltningslovens § 29 tre uker fra den dato inntaksresultatet er lagt ut på vigo.no.

Klagefrist for inntak med fortrinnsrett og individuelt inntak av minoritetsspråklige søkere er tre uker fra den dagen du skal ha mottatt vedtaksbrevet.

Enhver søknad blir vurdert ut fra de opplysninger og vedlegg som følger med søknaden. Søknadsbehandlingen følger Opplæringslova, forskrift til Opplæringslova og lokal forskrift om inntak til videregående opplæring og formidling til læreplass vedtatt i Oslo bystyre. Dersom du mener at søknaden din er blitt galt behandlet ut fra dette, kan du klage. Du kan ikke klage på regelverket.

Opplæringsretten for ungdom
Retten til videregående opplæring etter opplæringsloven § 3-1 gir ungdom som har fullført grunnskolen rett til ett av tre alternative utdanningsprogram på videregående trinn 1 (Vg1) og til to års videregående opplæring innenfor utdanningsprogrammet. Opplæringsretten omfatter ikke rett til en bestemt skole. Opplæringsretten gjelder utdanningsprogram, ikke skoleplassering.

Klage på ordinært inntak til skole

Klage på individuelt inntak av minoritetsspråklige søkere til skole

  • Sendes inntakskontoret.
  • Merk konvolutten med «Individuelt inntak av minoritetsspråklige søkere til skole».

Klage på inntak med fortrinn

  • Sendes inntakskontoret.
  • Merk konvolutten med «Inntak med fortrinnsrett».

Klage på vedtak om spesialundervisning

  • Sendes rektor ved den videregående skolen som har fattet vedtaket.

Klage på avslag på søknad om læreplass

  • Avslaget kan ikke påklages.
  • Forespørsler angående søknad om læreplass kan sendes inntakskontoret.
  • Merk henvendelsen «Formidling».
